The first matter to estabish is the standing of each of the involved parties.

Now, no contract is valid if it is between dissimilar things... and one party here, "Charles Brown" is not "the dead", and the other party is "the dead", therefore, it is impossible for a contract between "Charles Brown" and STATE OF HAWAII to be valid. No contract, no law, no case. Pau. The case is dismissed with prejudice for failure to state a claim upon which remedy can be granted.

As for any attempt to enforce the fraud of COVID-19 upon any of us, be aware that the Lawful Government of Hawai'i says: "NO!": https://crystalfaeries.net/documents/pdf/kauai_lawsuit_against_governor-filed_copy.pdf

There is a saying "A mans home is his castle" that derives from an even older British saying "an Englishmans home is his castle" from hundreds of years before. Putting aside the history of male and female ownership of property for the past few hundred years, this statement came about as a matter of common law in the 17th century that enforced the right that no one -- even the King -- may enter a British persons home without their invitation. As stated famously by Prime Minister William Pitt in 1763:

The poorest man may in his cottage
bid defiance to all the forces of the crown.
It may be frail, its roof may shake,
the wind may blow through it,
the storm may enter,
the rain may enter
but the King of England cannot enter.

This right influenced the United States founding fathers and became a right against unreasonable search and seizure enshrined in the 4th amendment in the US Bill of Rights.

Ultimately this statement is one about personal sovereignty over your property: that you should be able to control what happens with your property, should be able to control who is allowed to enter it, and should be allowed to defend it from intrusion.

Now that the facts are established, what could be a real issue?
That with extra presence is extra use of utilities... therefore, rather than evict, how about an appropriate increase in $/month to cover the portion of utilities bundled in rent, which might increase with another body present?

 [section §5-7.5]  "Aloha Spirit".
(a) "Aloha Spirit" is the coordination of mind and heart within each person.
It brings each person to the self.
Each person must think and emote good feelings to others.
In the contemplation and presence of the life force,
"Aloha", the following unuhi laula loa may be used:

"Akahai", meaning kindness
	to be expressed with tenderness;

"Lokahi", meaning unity,
	to be expressed with harmony;

"Oluolu", meaning agreeable,
	to be expressed with pleasantness;

"Haahaa", meaning humility,
	to be expressed with modesty;

"Ahonui", meaning patience,
	to be expressed with perseverance.

These are traits of character that express the charm,
	warmth and sincerity of Hawaii's people.
It was the working philosophy of native Hawaiians
	and was presented as a gift to the people of Hawaii.
"Aloha" is more than a word of greeting
	or farewell or a salutation.
"Aloha" means mutual regard and affection
	and extends warmth in caring with no obligation in return.
"Aloha" is the essence of relationships in which
	each person is important to every other person for collective existence.
"Aloha" means to hear what is not said,
	to see what cannot be seen and to know the unknowable.

(b) In exercising their power on behalf of the people
	and in fulfillment of their responsibilities,
	obligations and service to the people,
	the legislature, governor, lieutenant governor,
	executive officers of each department,
	the chief justice, associate justices,
	and judges of the appellate, circuit,
	and district courts may contemplate and
	reside with the life force
	and give consideration to
	the "Aloha Spirit".

Can anyone explain to me how rendering either 1 or 2 beings of [mankind] homeless
as a consequence of the "action" THE STATE is contemplating here is either "aloha" or pono?
Pono is a Hawaiian word commonly rendered as "righteousness".
For instance, the Hawaii STATE MOTTO:
"Ua Mau ke Ea o ka'aina i ka Pono" or
"The sovereignty of the land is perpetuated in righteousness".
Such action is in fact treason against the STATE MOTTO,
by an illegitamate defunct corpseoration.
