I just finished speaking with Steven of HawTel customer service 808-643-4411
regarding my "Business Class Internet ADSL Service",
and he confirmed by line-testing
that the telephone line dedicated to my ADSL service
does look slow and intermittent,
and he has scheduled a Tech to call 30 minutes before,
and then appear to inspect/fix the line
tomorrow between 08:00 and 17:00.

Such happened, and the Tech declared he had done his job,
to make sure my ADSL CoDec would synchronize and then maintain sync,
but it has remained intermittent,
and continues to lose sync every few minutes.
Even when the link synchronizes, even 6 days later,
there is not much effective connectivity,
as only 4 to 7 percent of the packets i send make it to their destination:
